Rights4Land Monitoring Tool Manual
This manual provides guidance on how to use the Rights4Land (R4L) monitoring tool, which assesses the extent to which a given location complies with the VGGT—international standards for responsible land governance—and underlying human rights obligations.
Land is fundamental to human rights, livelihoods, ecosystems, and climate goals. Yet growing pressures from urbanization, population growth, and resource demand are intensifying land conflicts and injustices, particularly for Indigenous Peoples and rural communities. Responsible land governance is therefore critical to protecting legitimate tenure rights for disadvantaged land users.
The Voluntary Guidelines on the Responsible Governance of Tenure (VGGT) set internationally recognized standards linking land governance to human rights obligations. The Rights4Land (R4L) Monitoring Tool enables human rights and land advocates to assess whether land governance in a given location aligns with these standards.
This short manual provides practical guidance for first-time users to conduct human rights–based land governance assessments and use their findings to identify and address practices or policies that violate the rights of land users, thereby advancing responsible land governance..
